Terms of Reference - DAIRE Scoping Study

The British Council requires a consultant to carry out a scoping study to assess the work carried out by other education projects in Pakistan in the past 5 years, across all provinces, and identify the main players in the sector and the key frameworks.
The study will conduct an analysis of the achievements of past FCDO projects and draw out possible linkages with DAIRE. The study will also look into key issues in the sector and provide recommendations for a British Council response to the draft FCDO ToRs for DAIRE.
