About the project

EaSTE is a large-scale professional development programme aimed at improving the English teaching skills of over 140,000 primary school teachers across Punjab’s public schools. The programme is aligned with national education policy and curriculum frameworks and delivered through a modular, hybrid training model, incorporating digital and in-person components. It is Strengthened by mentorship and communities of practice, ensuring sustained teacher engagement and grounded in inclusivity and local system ownership to maximise reach and relevance.

As education systems in Pakistan work to raise the quality of teaching and learning, EaSTE provides a practical, tested model that demonstrates how to embed scalable CPD within public sector structures.

EaSTE policy paper: scaling sustainable CPD for public sector English teachers in Pakistan

This policy paper serves two critical functions:

  1. A reflection on what has been achieved through EaSTE, highlighting effective approaches and implementation challenges.
  2. A forward-looking tool to guide the design and scaling of future CPD initiatives within Pakistan’s public education systems.

It offers evidence-based insights on what works and what doesn’t when implementing CPD at scale. Its findings are intended to support more sustainable, systemic approaches to teacher professional development across provinces.

Expanding teacher and educators CPD

EaSTE has demonstrated that impactful, system-aligned CPD is not only possible but essential. As the programme closes in Punjab, its model and learnings provide a strong foundation for future reform efforts in teacher continuing professional development across Pakistan. With the first EaSTE now complete, endeavours are underway to launch new chapters in other provinces. Future chapters aim to build upon the success of Punjab and extend professional development opportunities to a wider network of teachers and educators.
